ACLS supports delivery of new Frankston shared government facility

Accommodation Carpool and Library Services (ACLS) has supported delivering a new purpose-built Victorian Government office accommodation at 383-389 Nepean Highway, Frankston.

Officially opened for business on 3 March 2025, the modern facility houses the Department of Justice and Community Safety (DJCS) and the Department of Families, Fairness and Housing (DFFH) with the aim of providing essential services for the local community.

A modern facility for community services

Designed with accessibility and sustainability in mind, the facility is both conveniently positioned and energy efficient.
Accommodating 450+ employees, the five-storey building provides a safe, functional, and modern public facing space for Child Protection & Housing Services and a Justice Service Centre and is adjacent to the Frankston Police Station and Court facilities to enhance coordination between justice and community support services.

The building enjoys a 5.5-star NABERS energy rating and the installation of 100 solar panels as part of the Green Lease Schedule with the landlord, further contributes to lowering the Victorian Government’s environmental footprint for office accommodation.

Other features include end-of-trip facilities, electric vehicle charging stations, and accessible toilets and Braille signage to accommodate individuals with disabilities.
An official opening ceremony on 26 February 2025 was attended by local Members of Parliament, representatives from DJCS, DFFH and ACLS, and the building’s owners and developers, Castlerock.

ACLS’s role in the project development

In 2019, ACLS signed a pre-commitment for the developer to secure the land and obtain Council approvals. ACLS then coordinated the design and construction with the occupants and the developer. From this, the developer provided a fully integrated fit-out, completing both the base building construction and tenancy fit-out.

This new facility marks an important milestone in the region, ensuring that critical government services are delivered in a safe, secure, and accessible setting while promoting sustainability and local economic growth.
